Die zweite Bemerkung, die mir dazu einfällt, ist: Wir brauchen auch so etwas wie ein controlling, ein besseres Forschungs-controlling, also nicht bloß eine Haushaltskontrolle, sondern controlling im Sinne eines strategischen und operativen Ziels.
